Building a Future-Ready HR Strategy

Client’s Background:

The National Center for Environmental and Life Protection (Weqa'a) was established in Saudi Arabia to combat environmental and life-related diseases and epidemics. The center plays a critical role in safeguarding national environmental security and sustainability by protecting biodiversity, monitoring environmental health, and delivering specialized services across the Kingdom.

The Challenge:

The center faced multiple challenges including the absence of a unified human resources system, limited alignment with strategic objectives, and difficulty in managing specialized competencies. Additionally, rapidly evolving environmental threats demanded a robust organizational structure and skilled workforce to ensure agility and long-term sustainability.

Our Approach:

We conducted a comprehensive assessment of the center’s existing situation, analyzing structures, policies, and HR practices. Through structured stakeholder engagement, workshops, and benchmarking against best practices, we identified key competency gaps, alignment issues, and optimization opportunities. Our approach focused on designing an integrated HR model tailored to the center’s mission.

Implementation:

  • Built a competency-based HR framework aligned with the center’s strategic goals.
  • Designed organizational structures, job descriptions, and performance indicators.
  • Developed behavioral and leadership frameworks to guide employees.
  • Created training, upskilling, and workforce planning programs to ensure future readiness.
  • Proposed an internal and external talent acquisition strategy to secure specialized expertise.

Observed Results:

  • A clear HR strategy aligned with national and organizational goals.
  • Streamlined processes supporting recruitment, development, and retention of talent.
  • Enhanced organizational agility with a well-structured framework.
  • Improved ability to attract, develop, and retain top talent in environmental and life sciences.

Why It Matters:

This project positioned the National Center to effectively address emerging environmental challenges with a capable, future-ready workforce. By aligning HR strategy with national priorities, the center is now better equipped to deliver on its mission of protecting the Kingdom’s environment and public health while ensuring operational excellence and sustainability.
